Urban revolution: inclusive, safe, resilient and sustainable
What is ELABORATOR?
The way transport services and infrastructure are designed, operated and maintained strongly characterises the space they serve, directly impacting the safety, resilience and sustainability of communities, cities, regions and citizens’ quality of life. Smart mobility planning and urban public space design and allocation must reflect the views and needs of their users and relevant stakeholders to positively change how transportation is conceived and performed.
This is where ELABORATOR comes in – we are the European Living Lab on designing sustainable urban mobility towards climate-neutral cities. Funded by the Horizon EU programme, our project aims to use a holistic approach for planning, designing, implementing and deploying specific innovations and interventions towards safe, inclusive and sustainable urban mobility.

Our approach: fostering climate-neutral cities across Europe
ELABORATOR’s aim towards climate neutral cities will be met through key interventions, such as smart enforcement tools, space redesign and dynamic allocation, shared services, and integration of active and green modes of transportation. They will be specifically co-designed and co-created with identified vulnerable to exclusion user groups, local authorities and other relevant stakeholders.
Project Objectives
The interventions will be demonstrated in a number of cities across Europe, divided into 6 Lighthouse cities and 6 Follower cities, with three principal aims:
To collect, assess and analyse user needs and requirements towards a safe and inclusive mobility and climate neutral cities.
To collect and share rich information sets made of real data, traces from dedicated toolkits, users’ and stakeholders’ opinions among the cities so as to increase the take up of the innovations via a twinning approach.
To generate detailed guidelines, policies, future roadmap and built capacity for service providers, planning authorities and urban designers for the optimum integration of such inclusive and safe mobility interventions into Sustainable Urban Mobility Plans (SUMPs).
Collaboration with other EU initiatives
To ensure we truly achieve our mission and maximise our efforts, we work closely with our Urban Public Space Design Cluster, featuring the REALLOCATE, AMIGOS, and Just Streets projects. ELABORATOR is also a proud member of the CIVITAS Initiative and we collaborate with fellow CIVITAS projects to promote our goal for a more sustainable and smart urban mobility. Furthermore, with several of our Living Labs being part of the EU Mission for Climate-Neutral and Smart Cities, our project plays an important role in advancing their key objective to achieve
climate neutrality by 2030.

ELABORATOR is a joint effort between 38 cities, technology and service providers, industry and SMEs, research organisations and universities and network organisations who bring to the table their varied and exceptional expertise. The project is funded by the European Union’s Horizon Europe Programme, has a duration of 42 months and a budget of approximately 11 million euros.
